Country of Origin Certification

Voluntary Issuance of a Certificate of Origin

In case of the Korea–Chile, Korea–EFTA, Korea–US, Korea–EU, Korea–Turkey, Korea–Colombia, and Korea–Peru (after five years from effectuation), exporters can voluntarily prepare a certificate of origin based on Declaration of Origin or Cost and Production Statement of Goods that is prepared by themselves or other producers.

1. Chile

It accepts voluntary issuance but there is a format agreed upon by the two countries. Applicants must prepare the certificate of origin in accordance with the format.

2. EFTA, EU, and Turkey

The certificate of origin can be prepared by filling in the origin registration text on other documents describing the specification of the goods in detail (usually invoice or packing list, etc.), and the origin registration text shall be written as follows:

  • Exporters fill in the customs authorization number in the origin registration text in commercial documents, such as invoice, before signing it.

  • How to fill in the certificate
    • Write the customs authorization number if applicable. If the above number is not applicable, leave the field blank.
    • Write the country of origin.
    • Write the preparation venue and date of the certificate of origin. If the information is clearly stated on the commercial document, there is no need to write it again.
    • Write the name of the exporter correctly and sign it. However, in accordance with Article 16, Paragraph 5 of the protocol concerning the definition of “Origination Products” signed by the EU contracting party, if an approved exporter submits a written confirmation to the customs authority of the exporting country, the name and signature may not need to be filled in.
    • In accordance with Annex 2-a of the protocol concerning the definition of “Origination Products” signed by the EU contracting party, to meet the origin determination criteria, “Derogation – Annex II (a) of Protocol” shall be written in the certificate.

EFTA

The certificate shall be prepared as above but the customs authorization number is not needed for trade with EFTA.


EU

The certificate shall be prepared as above but if the value of the originating good is more than EUR 6,000, the customs authorization number must be issued from the customs and must be filled in.


Turkey

Regardless of the value of the originating good, exporters who are not approved as a Customs-approved Registered Exporter may also prepare a registration document by omitting the customs authorization number.

3. The United States

The exporter, producer or importer can prepare a certificate of origin without any defined format. However, the following information must be filled in:


  • Name of the person preparing (contact number and other personal information)
  • Importer of the good (if applicable)
  • Exporter of the good (if it is different from the producer)
  • Producer of the good (if applicable)
  • Tariff classification and product name
  • Information proving that the good is originating
  • Certification date
  • Validity of certification (for blanket certificates)
